I just go up/down on the dpad to select party members from the party member list. I'm guessing there's a way to get the macro to work, but I'd always be concerned whether the macro is really targeting the party member you actually want. I'm not exactly sure on your setup, are you using a standard gamepad like a Dualshock or Xbox controller? Honestly I would probably avoid this style of 'indirect' targeting for healing.
